Obama Commerce pick awarded $1.37 billion in 'stimulus funds' for another risky solar plant

President Obama's nominee for Commerce secretary served as chairman of the board of a solar energy company that recently received a $1.37 billion federal loan guarantee – the largest the Department of Energy has ever given for a solar power project.

Now that company, BrightSource Energy, is attempting to build the world's largest solar power plant amid concerns such ventures may be too risky an investment for the federal government.

In June, BrightSource Chairman John Bryson was nominated by Obama to head the Commerce Department.

WND reported in Junethat Bryson co-founded an environmental activist group that is a member and funder of the controversial Apollo Alliance.

Apollo is run by a slew of socialists and radicals, including Jeff Jones, a founder of the Weather Underground domestic terrorist organization. Jones himself boasts of doing work for the environmental group founded by Bryson, the Natural Resources Defense Council.

Bryson served until June as co-chairman of the Pacific Council on International Policy, a globalist organization whose members can be found throughout the Obama administration.

The massive loan guarantee to BrightSource is meant to build an expensive California desert solar plant known as the Ivanpah Solar Electric Generating System.

The system will feature mirrors that reflect sun toward a massive central tower that is in turn heated to produce steam meant to spin turbines to produce electricity.

The size of the BrightSource plant is thought to produce enough power to meet the needs of hundreds of thousands of Californians.

During a national address last October, Obama mentioned the possible benefits of BrightSource Energy's "revolutionary new type of solar power plant."

However, some have doubted that the massive solar plant will actually work.

The Bay Citizen quoted Michael Boyd, president of the nonprofit Californians for Renewable Energy, as saying there is "no evidence" BrightSource's project will succeed.

Boyd complained most of the equipment used at the plant would be manufactured in China and Germany.

"Stimulus money isn't going to jobs here in the U.S. It's going to jobs overseas," he said.

Boyd's group last year reportedly filed an administrative complaint seeking to block the U.S. loan guarantee, alleging in the complaint the solar project "could have the unintended consequences of killing innovation if these projects fail."

In a briefing last month, BrightSource CEO John Woolard was confident his plant would significantly lower the costs of energy.

"We were able to drop costs down significantly," he said. "Ivanpah is the culmination of two and a half decades of work and thinking around solar."

However, the entire solar energy enterprise is now being questioned as overseas manufacturers, particularly China and Taiwan, have produced similar products and services at much lower prices.

Already, the cost of generating power with panels plunged about 37 percent in the past year, Bloomberg reported yesterday, as Chinese factories cut prices. The price slashes pushed three U.S. makers, including Solyndra, into bankruptcy protection in the past quarter.

The news media and lawmaker focus on the Obama administration's use of funds for solar energy could draw focus to Bryson himself, since he chaired the company that received the largest amount of funds.

Besides his position at BrightSource, which he vacated when he was selected as Obama's Commerce pick, Bryson is the former chairman, chief executive officer and president of Edison International, the parent company of Southern California Edison.

He serves on the U.N. secretary-general's advisory group on energy and climate change and as co-chairman of the globalist PCIP, a partner of the Council on Foreign Relations.

In 1970, Bryson co-founded the Natural Resources Defense Council, or NRDC, with a $400,000 seed grant from the Ford Foundation.

The group is also funded by the Tides Foundation, to which philanthropist George Soros has donated more than $7 million over the years. Tides itself is a major funder of leftist causes, including ACORN, whose founder and former chief organizer, Wade Rathke, is a Tides board member.

The NRDC is a major proponent of fighting so-called global warming. It recently endorsed a document called the Earth Charter, which, Discover the Networks notes, blames capitalism for many of the world's environmental, social and economic problems.

The charter maintains that "the dominant patterns of production and consumption are causing environmental devastation, the depletion of resources, and a massive extinction of species. The benefits of development are not shared equitably and the gap between rich and poor is widening."

The NRDC is a member of the Apollo Alliance. NRDC's president, Frances Beinecke, is on Apollo's board. The NRDC is also listed by Apollo as a funder of the group, having donated between $1,200 to $2,999 to become an Apollo "clean energy benefactor."

The NRDC endorses many Apollo initiatives.

Apollo's New York office is run by Jeff Jones, who founded the Weather Underground with terrorists Bill Ayers and radical Mark Rudd when the three signed an infamous statement calling for a revolution against the American government inside and outside the country to fight and defeat what the group called U.S. imperialism.

Jones currently boasts on his personal website that he has done consulting work for the NRDC.

Apollo has been credited by the Obama administration with helping craft portions of the $787-billion "stimulus" bill signed into law.

The Apollo Alliance has boasted in promotional material that it was behind several of the Obama administration's "green" initiatives, in addition to crafting "green" sections of the stimulus bill.

Among Apollo's board members are a group of extremists including:

Van Jones, President Obama's controversial former "green jobs czar" who resigned in September 2009 after it was exposed he founded a communist revolutionary organization and signed a statement that accused the Bush administration of possible involvement in the 9/11 attacks. Jones also called for "resistance" against the U.S.

Jones himself described the Apollo Alliance's mission as "sort of a grand unified field theory for progressive left causes."

Joel Rogers, a founder of the socialist New Party. WND reported evidence indicating Obama was a New Party member. In an interview with WND, New Party co-founder and Marxist activist Carl Davidson previously recounted Obama's participation with the New Party.

Following publicity of Apollo's radicalism, including scores of articles by WND and investigations by the Fox News Channel, Apollo announced it will merge with the BlueGreen Alliance, a collaboration of large environmental groups and unions.

Waste, Fraud? You Bet…………..with taxpayers dollars. Payback for votes, and we wonder why the Stimulus failed. He hasn’t stopped this kind of activity, other than voting him out of office.

An adviser to Barack Obama who played a key role in developing the energy provisions of the so-called stimulus bill has served on the boards of several companies that recently received government funds, including hundreds of millions in "stimulus" money.

TJ Glauthier served on Obama's 2008 White House Transition Team. He is widely credited with helping to craft the energy provisions of the American Recovery and Reinvestment Act of 2009, also known as the "stimulus."

In addition to serving on the boards of major energy companies, Glauthier previously held two presidential appointments during the Clinton administration.

He was the Energy Department's deputy secretary and chief operating officer, the second-highest ranking official.

Earlier, he served in the White House for five years as the associate director for natural resources, energy and science in the office of Management and Budget (OMB).

Glauthier is tied to several energy companies that benefited from the "stimulus" bill he helped to craft.

One such company investigated by WND is GridPoint Inc., where he was appointed to the board in March 2008. GridPoint provides utilities with software solutions for electrical grid management and electric power demand and supply balancing.

The "stimulus" provides $4.5 billion for so-called smart grid projects. GridPoint has benefited from scores of smart grid deals funded by the "stimulus" bill.

The company partnered with the Electric Transportation Engineering Corporation (eTec), Nissan, the Idaho National Laboratory and others in a project to deploy electric vehicles (EVs) and their charging infrastructure in five states. The Energy Department had awarded eTec almost $100 million in "stimulus" funds to support the project.

GridPoint's role in the eTec project was to supply smart charging and data logging capability to utilities located in strategic markets of eTec's program in Arizona, California, Oregon, Tennessee and Washington.

GridPoint also benefited from "stimulus" funds when it recently provided home energy management, load management and Electric Vehicle management software solutions for a KCP&L's Green Impact Zone SmartGrid Demonstration in Kansas City, Mo. The project was the recipient of stimulus funding.

Additionally, GridPoint helped the Sacramento Municipal Utility District, or SMUD, manage power from its customers' rooftop solar panels.

The Arlington, Va.-based company had landed a contract to help the Sacramento, Calif.-based municipal utility manage renewable power integration, energy storage and home energy management systems. SMUD had won $127.5 million in stimulus funds from the Department of Energy to carry out the project, which also includes deploying 600,000 smart meters in its service territory.

Also, in early 2009, the Energy Department awarded Argonne National Laboratory nearly $2.7 million in stimulus funding for three solar-energy related research projects. In addition, Argonne reportedly shared another $5 million in stimulus funding for projects with GridPoint and other companies and the University of Illinois Sustainable Technology Center.

Besides benefiting from stimulus grants, GridPoint last year won a $28 million contract with the United States Postal Service to install energy management systems in selected post office locations across the U.S.

Glauthier, meanwhile, also had come under fire after Fox News reported the

U.S. Navy has purchased 450,000 gallonsof biofuel for about $16 a gallon, or about four times the price of its standard marine fuel, JP-5, which has been going for under $4 a gallon.

And HotAir reported last week that

Whitney Pitcher found that prior to serving as adviser to Solazyme and after his time as part of Obama's transition team, Glauthier served on the advisory board of SunRun,a solar financing company.

In October of 2010, just a few short months after Glauthier joined SunRun's advisory board,

SunRun secured a $6.73 million grant from a Treasury Department stimulus program. The company was the ninth largest recipient of such programs through December 2010.

Redundancy Piled on Redundancy

Government's layering of new programs on top of old ones inherently creates duplication. Having several agencies perform similar duties is wasteful and confuses program beneficiaries who must navigate each program's distinct rules and requirements.

Some overlap is inevitable because some agencies are defined by whom they serve (e.g., veterans, Native Americans, urbanites, and rural families), while others are defined by what they provide (e.g., housing, education, health care, and economic development). When these agencies' constituencies overlap, each relevant agency will often have its own program. With 342 separate economic development programs, the federal government needs to make consolidation a priority.

Consolidating duplicative programs will save money and improve government service. In addition to those programs that should be eliminated completely, Congress should consolidate the following sets of programs:

342 economic development programs;

*

130 programs serving the disabled;

*

130 programs serving at-risk youth;

*

90 early childhood development programs;

*

75 programs funding international education, cultural, and training exchange activities;

*

72 federal programs dedicated to assuring safe water;

*

50 homeless assistance programs;

*

45 federal agencies conducting federal criminal investigations;

*

40 separate employment and training programs;

*

28 rural development programs;

*

27 teen pregnancy programs;

*

26 small, extraneous K-12 school grant programs;

*

23 agencies providing aid to the former Soviet republics;

*

19 programs fighting substance abuse;

*

17 rural water and waste-water programs in eight agencies;

*

17 trade agencies monitoring 400 international trade agreements;

*

12 food safety agencies;

*

11 principal statistics agencies; and

*

Four overlapping land management agencies.[20]

Conclusion

This is a low priority issue with the Liberals/Procressives in Congress.

Salvaging the Mythology of Man-Caused Global Warming

(Remember, if this President gets another four years in office, we can look forward to continued implementation of his Global Warming Agenda, more regulations, taxes, and the war on those that produce our own energy using our own resources)

If you read this column completely and carefully today, you will learn about the true state of the scientific debate over global warming. You will not get the truth about that from the Washington Post, the New York Times, or the rest of the self-regarded "establishment" media. They are devoted to the fun and games of play acting as if there is no legitimate scientific debate over whether mankind's use of low cost, reliable energy from oil, coal and natural gas portends catastrophic global warming that threatens life on the planet as we know it.

Recently, the media Knights Templar of the religious orthodoxy of man-caused global warming made a contrived pass at reviving flagging public respect for their fading catechism. The occasion was massively overhyped and misrepresented reporting of the Berkeley Earth Surface Temperature (BEST) project. But all that was new from that project was the departures from the official catechism.

The project reported only on the recorded temperature history since 1950 from temperature stations on land, which covers less than 30% of the earth's surface. As the project leader Berkeley Professor Richard Muller reported in a Wall Street Journal commentary on October 21, after obtaining and reviewing "more than 1.6 billion measurements from 39,000 [land based] temperature stations around the world... the result showed [drum roll please] a temperature increase similar to that found by other groups." Those are most prominently NASA and the National Oceanic and Atmospheric Administration in the U.S., and the Met Office and Climatic Research Unit in the United Kingdom.

In other words, that is nothing new. But this review and confirmation of the established land based temperature records that everyone working on the issue is familiar with was widely celebrated in the liberal/left Democrat Party controlled media as definitive new proof of the truth of the man-caused global warming religion.

Muller, however, was more intellectually honest than any of them in confessing in the Journal article that the BEST project involves no independent assessment of the question of "how much of the warming is due to humans and what will be the likely effects." But that is the whole issue in the global warming debate.

Muller also honestly admits that "The [land based] temperature station quality is largely awful," noting that "A careful survey of these stations by a team led by meteorologist Anthony Watts showed that 70% of these stations have such poor siting that, by the U.S. government's own measure, they result in temperature uncertainties of between two and five degrees Celsius or more. We do not know how much worse are the stations in the developing world." He adds that, "The margin of error for the stations is at least three times larger than the estimated warming."

He also admits that the land based temperature records are corrupted by urban heat island distortions which are constantly growing over time, building in a warming bias. He recognizes that the established temperature authorities mentioned above today use data from only about 2,000 weather stations, down from 6,000 in 1970, which raises questions about their selections among available sites.

The Con Artists of Climategate by Floyd and Mary Beth Brown_

Just like in the Wizard of Oz, the curtain was torn back and leading proponents of anthropogenic (people-caused) global warming have been caught lying.

Called Climategate, the scandal exposes the global warming shysters who are conning the public into a massive restructuring of the global economy, while attempting to silence any dissent. But don’t expect to see this in our mainstream media, because they are the spinsters who promote this manipulation of data and propaganda.

It all began when an anonymous person hacked into the computers at the University of East Anglia’s Climate Research Unit in England, releasing 61 megabytes of confidential files, including 1079 e-mails and 72 documents onto the Internet. These files are a wealth of information.

The most damning indictment of proponents of global warming hysteria is a long series of communications discussing how best to squeeze dissenting scientists out of the peer review process. The e-mails even included fantasies of violence against those who question anthropogenic global warming. These e-mails show disturbing patterns of "conspiracy, collusion in exaggerating warming data, possibly illegal destruction of embarrassing information, organized resistance to disclosure, manipulation of data, private admissions of flaws in their public claims and much more," says Australian Sun’s Andrew Bolt.

Man-made global warming hysteria has long been fueled by people using junk science, fear and hyperbole to support an agenda that they personally profit from. As they attempt to lead the world into a green revolution, these propagandists are hiding the truth that the average global temperature has fallen since 1998.

The leading profiteering propagandist is Al Gore. After losing the presidential election in 2000, Al Gore became the leader of the hysteria movement. However, this "Eco-Prophet" has hidden a few inconvenient truths of his own. He just happens to be involved with a venture capital firm that has invested approximately a billion dollars in green companies that stand to make a bundle if Cap-and-Trade becomes law.

Reports state that Gore’s net worth now stands at $100 million, when it was $2 million when he left politics. He’s laughing all the way to the bank.

Al Gore has a history of playing loose with the facts.

Recently on TV, while discussing geothermal energy, Al Gore made the outrageous claim that "the interior of the earth is extremely hot, several million degrees." However, the actual temperature here on earth is between 5,000 and 9,000 degrees. This is a gaffe that if Sarah Palin had made, the media would ridicule as her stupid.

Speaking of hypocrisy, Al Gore is a living embodiment of it. As he lectures the world on energy use, and lobbies Congress to regulate productive American companies out of business, Gore consumes more than twenty times more energy than the average American, according to the Tennessee Center for Policy Research. This doesn’t count the energy consumption of his jet.

Gore’s "Inconvenient Truth" is full of instances where he plays loose with the facts. A 2007 British court ruled that Gore’s film has nine significant refutable errors. These are examples of Gore’s scare tactics to induce the public to take radical action (to his financial benefit).

Not only is Gore prone to hyperbole, hypocrisy and blatant distortions, he is also a bully. Professor Richard Lindzen of MIT wrote about scientists being "in the crosshairs" of Gore, who "tried to bully" them into changing "their views and supporting his climate alarmism." Lindzen also refers to a failed Gore effort to "enlist Ted Koppel (then a TV host) in a witch hunt to discredit anti-alarmist scientists."

When one side tries to shut another side out of the debate, it is typically because they feel their arguments won’t stand up to scrutiny.

These propagandists use various tactics. A favorite is to make people feel guilty if they don’t jump on the "green" bandwagon, and those who do are praised for helping the environment.

With the Copenhagen meetings just around the corner, expect to see "green" propaganda exponentially increasing. Open your eyes to these manipulators of data and people, who while acting like do-gooders, see great (green as in money) gain.

Senator Inhofe Dances On the Climate Change Grave

A farewell to alarms.

The United Nations is holding a "climate change" conference in Durban, even as the last shreds of credibility are being sandblasted away from the climate change movement by the latest ClimateGate emails.

Senator Jim Inhofe (R-OK), who attended a previous climate change summit as a skeptic, decided to send a video message to Durban, in which he gets in their faces and taunts them.

It’s one of the coolest things that ever happened, if you’ll pardon the pun.

"I am making this announcement from Washington, D.C.," Inhofe tells the munchkins of Durban, "where I am confident that the only person left talking about global warming is me."

Noting that the Obama Administration has not much troubled itself with the Durban conference, Inhofe concludes, "The message from Washington to the U.N. delegates in South Africa this week could not be any clearer: you are being ignored. And you are being ignored by your biggest allies in the United States: President Obama and the Democratic leadership in the Senate."

Besides offering an entertaining touchdown shuffle upon the defeated forces of global warming alarmism, Inhofe provides a valuable service by reminding us that this movement is not merely mistaken, but corrupt. It was the Crime of the Century, heisting billions of dollars and vast power of peoples’ lives through fraudulent junk science. It was sustained through propaganda aimed at children, and injected throughout popular culture in a manner that has absolutely nothing to do with scientists presenting the carefully verified results of a rational inquiry.

And it wasn’t just a bit of cooked data offered up by rent-seeking scientists – if only that were the extent of the crime! Instead, global warming theocracy merged perfectly with power-hungry socialism, providing the perfect endless crisis to justify limitless power. It wasn’t a response to a problem that was occurring right now, although the lowbrow rabble-rousers of the Church of Global Warming were not above cherry-picking weather headlines to keep the masses good and frightened. Global warming was an imposition of ultimate control – from which, by definition, absolutely no dissent could be permitted – based on a prediction. It was mass-produced, elegantly packaged fear.

The genius of this power grab is that its assertions could not be "falsified," because they had not happened yet. Hesitate to obey the Church of Global Warming, and you doom the Earth! Never mind what you’re seeing outside your window – that’s just a false moment of grace before the world-boiling doom that your skepticism will visit upon us all! Stop asking why the world’s worst polluters are not required to participate in our growth-destroying programs – the priesthood assures you that only what America does is important! Do not wonder how your car and air conditioner could be affecting the climate more than mighty volcanoes, or the activity of the Sun – small deeds of Man will accumulate into apocalyptic doom!

Global warming became the State religion of a nation that isn’t supposed to have a State religion, because it was sold through pop culture as a crisis so huge that any hesitation to comply with draconian measures to prevent it would present an intolerable risk of doom. (Incidentally, isn’t it funny how the word "draconian" is always used to describe reductions in the size of government, but never to describe the severe restrictions in growth and technology demanded by the climate change con artists?) Cleaning up the damage from the Crime of the Century will also be a cultural enterprise. Laughing at them is a good start.

You need to tell me how Congress and this President can’t cut the size of our Government when we are looking at and reviewing the purposes and actual actions, relevance, and proven value to the taxpayers of each of these agencies and commissions. Reduce the deficit? Here is where we could make a gigantic step forward. Combine, eliminate redundancy between them, and take a good look at the budgets of those that are left. Check out each one of these at your convenience, particularly those that you question.

Dead Federal Retirees Paid $120 Million Yearly

The federal government pays out millions of dollars to dead people each year -- including deceased retired federal workers, according to a new report by the Office of Personnel Management, says the Washington Post.

In the last five years, the Office of Personnel Management (OPM) has made more than $601 million in payments to dead federal retirees, according to the agency's inspector general.

Total annual payouts range between $100 million and $150 million.

In one dramatic case, a deceased annuitant's son continued receiving federal benefits until 2008 -- 37 years after his father's death.

OPM learned of the improper payments -- which exceeded $515,000 -- only after the son also died.

The agency never recovered the payments.

The report, published September 14, said OPM is attempting to stop and recoup payments in several ways, by conducting weekly and annual matches of its data against the Social Security Administration's death records and occasionally checking records for retirees 90 years and older to determine whether they are still alive.

Overall, the federal government's improper payments totaled about $125 billion in fiscal 2010 -- a $15 billion year-to-year increase due to a growing number of unemployment insurance and Medicaid payments. Despite the jump, federal agencies also recovered about $687 million mistakenly paid to delinquent government contractors and beneficiaries.
