Dear Mr. Nielsen, Thank you for the email. SB 742 is the bill in question. I have signed on as a sponsor. Following are the facts: SB 742 is directed at students of illegal’s and is tightly drawn by (1) requiring them to have attended the same high school for three concurrent years, (2) graduated from that high school, (3) have been accepted at an Oregon University, and (4) are working towards citizenship. Currently in Oregon, at least one University has children of illegal’s attending and paying in State tuition, but without any requirement of working towards citizenship. That University is not actively seeking these students, but for business decisions and competitive market place reasons, it waives out of State tuition. The public policy behind this bill is to have a naturalized citizen with an advanced education. The key is to have them in a legal status to apply for citizenship. As to cost, the State would subsidize the student as it does all in State students in an amount of about $4,000 depending on the University. The total cost of educating a student is around $11,000 depending on the University; thus the student would have to pay the balance of $7,000. In short, the State invests $4,000 and receives $7,000 in return. This bill will help very few students and the taxpayer is assisting only to the $4,000 figure. The media is touting a $17,000 figure but if the student does not attend college and the evidence shows an inability to afford that education as an out of State student then there is no obligation . In my view the end result is the State either has an uneducated illegal causing a drain on the system or it can have a naturalized educated citizen with the potential to contribute rather than take away from the community. We may end up agreeing to disagree, but the facts as I see them lead to a benefit for Oregon. I agree a change is needed in our immigration policy, but until the Federal Government makes an effort to tackle the problem, Oregon has to play the cards we are dealt. If Oregon could deport these folks, you know Sheriff Trumbo would do it. He doesn’t have that power. Do you have a solution? David Nelson Oregon State
Dear Senator,
I have three Grandchildren attending Institutions here in Oregon. Two are from the State of Washington, but their father pays Oregon taxes. One of the two works and pays Oregon taxes. They are in medicine and engineering. The third, a granddaughter, is working to become an eye doctor. Her father, now deceased, played football for OSU, although his major was in food science, and he contributed much to this state's universities. We are considered tax paying natives of Oregon. Although I attended universities in Washington, Oregon and New Mexico l always, but for a very few years, paid Oregon taxes.
When my grandparents came to this country they worked without receiving any benefits or favors. They did not trample on the U S flag. They pledged to support the Constitution of the United States, and doth absolutely and entirely renounce and adjure all allegiance and fidelity to every foreign Prince, Potentate, State or Sovereignty whatever and particularly to the King of Denmark! They learned English and in public spoke only English.
THEY WERE NOT ILLEGAL IMMIGRANTS, NOR DID THEY EVER VIOLATE ANY OF OUR LAWS.
I have but possibly a few years left on planet earth, but I am very disappointed in the character of people elected to represent U S citizens. CHARACTER MATTERS.
